Aggiornare l'ADT alla 23.0.3 risolve il problema, per farlo basta seguire la seguente procedura:
Aprire Eclipse
Help -> Install new Software
Selezionare "Android Developer Tools Update Site - https://dl.google.com/android/eclipse/" dal menu (Se non è presente, va aggiunto il repository copiando ed incollando il link precedente).
Selezionare Developer Tools
Deselezionare Contact all update sites during install to find required software
Next -> Accettare licenze -> Next
Riavviare Eclipse
